Global Digital Compact: On the Threshold of a New Era

On December 22, a round table dedicated to the Global Digital Compact (GDC) was held in Moscow. The event was organized by the Center for Global IT-Cooperation.

The discussion was built around the prospects for the work of the Russian expert community on proposals for inclusion in the GDC. The meeting participants discussed how to reflect Russian interests in a future treaty and partnership with which countries is possible when forming a common position on this issue.

The discussion was attended by Andrey Vorobyev, Director of the Coordination Center for TLD .RU/.РФ, Vadim Glushchenko, Director of the Center for Global IT-Cooperation, Vyacheslav Erokhin, Deputy Head of the Scientific and Technical Center Laboratory for Analysis of the Federal State Budgetary Institution Scientific and Research Institute of Radio, Andrey Kashanin, Deputy Director of ISMU HSE, First Deputy General Director of ANO Dialog Lenar Fayzutdinov and CEO of e-Legion Artyom Mikhailov. Roman Chukov, Chairman of the Board of the Center for Global IT-Cooperation, moderated the Round Table.

Andrey Vorobyev noted that cybersecurity issues occupy a significant place in the process of Internet Governance, their solution is impossible without the cooperation of stakeholders. He also suggested that the younger generation be more actively involved in the process of developing proposals for inclusion in the GDC: “This document will have the greatest impact in the future on today's youth. In addition, the younger generation often has a much better understanding of the processes taking place in an ever-changing digital environment.”

Vadim Glushchenko spoke about the results of the United Nations Internet Governance Forum (IGF), which took place on November 28 - December 2 in Ethiopia. Separately, he dwelled on the draft final document of the IGF 2022 - the Addis Ababa Message. “The draft messages focus particular emphasis on the existence of many Internet Governance models around the world, notably in the context of nations defending their digital sovereignty,” he said.

The results of the Round Table will be reflected in the general proposals of the Russian expert community to the Global Digital Compact.
