Students of INHA University in Tashkent dive into engineering standards and internet governance on TLDCON 2026 educational day

The traditional educational day has long remained an integral part of the program for the 19th International Conference of Country Code Top-Level Domain Administrators and Registrars from Eastern Europe and Central Asia, TLDCON 2026. On September 21, two lectures for IT students were held at INHA University in Tashkent, bringing together around 30 future industry professionals. The event provided young professionals with an opportunity to gain knowledge directly from experts in the domain industry and representatives of the academic community.

The first lecture was delivered by Anastasia Savelyeva, a senior lecturer with the Department of Infocommunication Systems at St Petersburg State University of Telecommunications and a member of the Coordination Center’s Youth Council. In her lecture, titled Internet Governance: From Theory to Practice with Youth Involvement, she addressed the multifaceted nature of internet governance, which encompasses technical, legal, and social dimensions. Particular emphasis was placed on the role of the new generation in shaping the digital agenda.

“The internet is not just about technology, but also about the people making decisions. Who determines the rules of the game: governments, corporations, or users? We discussed the fundamentals of the internet governance ecosystem and digital initiatives for young people, because, in the context of rapid technological development, involving young specialists in digital governance is becoming especially relevant,” Anastasia Savelyeva stressed. She also presented the Coordination Center’s projects aimed at engaging youth in internet governance processes.

A lecture titled “Engineering Consensus: IETF and RFC, BCP, STD Documents” was delivered by Georgy Georgievsky, the head of the Registrar and User Relations Department at the Coordination Center for TLD .RU/.РФ. The speaker explained to the audience the fundamental role that technical standards play in the operation of the global network.

“Imagine the internet without uniform rules: every provider would use its own protocol, and every equipment manufacturer would use its own data format. In that case, communication between networks would be impossible. We are talking about a system of documents that turned a chaotic set of networks into a single global space, where the voluntary consensus of engineers becomes technical law for millions of devices around the world,” Georgy Georgievsky explained.

Students learned exactly how standards that ensure technology compatibility at the international level are created and adopted.

The TLDCON 2026 educational day reaffirmed the importance of knowledge transfer in the domain industry. Direct dialogue between experienced experts and students lays the foundation for training qualified personnel capable of sustaining and developing the national internet infrastructure in the future.
