Explanation

of the procedure for following the Regulations “On the procedure for domain name transfer to another registrar”

Provisions regulating domain name transfers are set out in Section 7 of the Terms and Conditions of Domain Name Registration in .RU and .РФ and the Regulations “On the procedure for domain name transfer to another registrar.”.

Under the Regulations “On the procedure for domain name transfer to another registrar” (the “Regulations”), the procedure for transferring a domain name from one registrar to another relies on an automated mechanism.

This mechanism enables the registrant to obtain an AuthInfo code from the donor registrar for filing an application for the domain name transfer to another registrar, as well as confirm to the recipient registrar the application through various methods, including through various communication means.
In this connection the following specific features have to be taken into consideration.

  1. Par. 1.3 of the Regulations lists methods in which the AuthInfo code can be issued, and registrants are free to choose from them. This list is not exhaustive and can be expanded by the registrar. It is the registrar’s obligation to ensure that all AuthInfo code issuance methods as listed in par. 1.3 are effective.
  2. Upon receiving an application for issuing an AuthInfo code, the donor registrar shall inform the registrant that should the registrant choose to communicate with the registrars by phone and/or email, the registrant has to provide a telephone number that can receive short text messages (sms) and/or an email address to the donor registrar to be used by the registrars to carry out the domain name transfer.
    The recipient registrar uses the telephone number and/or email address provided by the registrant for the purpose of the domain name transfer to send a confirmation request regarding the domain name transfer application as per pars. 5 and 6 of the Regulations. If the registrant fails to provide a telephone number that can receive short text messages (sms) and/or an email address to be used as part of the domain name transfer procedure, the registrant will be unable to confirm the domain name transfer application to the recipient registrar by phone and/or email.
    The list of methods for confirming domain name transfer applications as set out in par. 6 of the Regulations is exhaustive.
  3. Upon receiving a telephone number that can receive short text messages (sms) and/or an email address designated by the registrant as a means of communication to be used as part of the domain name registration procedure, the donor registrar enters the corresponding information into the registry by assigning a technical status to the telephone number and/or email address.
    At the registrant’s request, the donor registrar may assign the corresponding technical statuses to the telephone number and/or email address stored in the registry, confirming that the telephone number and/or email address can be used for the domain name transfer.
    Under par. 4 of the Regulations the recipient registrar has to verify that the data pertaining to the person applying for the domain name transfer correspond with the data of the registrant transferring the domain name from the registry.
    The term “data pertaining to the person” means identification data as per pars. 9.2.5. and 9.2.6 of the Terms and Conditions of Domain Name Registration in .RU and .РФ.
